When a teacher teaches..can a girl look at him..i mean can a girl freely ask him questions and look at him..

Lowering your gaze at all times is best. When you ask a question you don't have to make eye on eye contact. That being said keep your intentions good in the sight of Allah subhana WA taala , all knower ,all seeing the wise.
