No it is not a must. as long as you do not put "Al" before his name it is fine. He can be "Sami". Many people have the names of Allah as their names (i.e. Kareem, Malik, Mu'min, Aziz, etc.) he will be fine as long as you do not name him "Al Sami"

As Salamu Alaykum,

Well, One should use 'Abd' before using names of Allah's. A brother suggested that without putting Al before Allah's name people can keep those name easily as Al making a difference between people's name & Allah's name. But just read the 99 names of Allah & try to understand the specific attributes, think can any people have those attributes in generally? then why would Putting Al or the will make line between people & Allah? Okay, for example: Al Sami- The One who Hears all things that are heard by His Eternal Hearing,The Hearer, The All hearing, all knowing Or Al Malik -The One with the complete Dominion, the One Whose Dominion is clear from imperfection, now if you eliminate 'Al' or 'The' and use after man with out using 'Adb' what does it mean? It means that man is Malik, but is there any person or was any person who had/ has complete dominion? or is or was there any person who could able to hear from all the creations? NO.People have far different attributes than the attributes of Allah. Then putting Al or the does not differentiate attributes of the Creator & the attributes of his creations. The attributes for Allah is only used for Allah. And a Person can never use those attributes of his Creator without using 'Abd'. Allah knows the best.

Jazakallahu Khair.
