What is the ruling on the sighting of the moon in relation to fasting and end celebration

Which of the following will you recommend and why? 1.using the sighting of the moon withing your locality to fast/eid 2.using the sighting within every where in the world to fast/eid

You have to follow the moon in your area except if you can't see it. In this case follow the closest country where they are able to see it.
